Experts working on Turkish consumer arbitration panel files spend much of their time not on technical examination but on paperwork: typing in application details, filling in report and minutes templates, collecting signatures and matching photos to files. Bilirkişi Araçları (Expert Tools) brings these repetitive tasks together in a single program. This post walks through its workflow.
1. From application PDFs to an Excel list
You give the program the application form PDFs from the panel file. It reads the form details and adds them to the complaint list (Excel). If the same application number comes in again, no new row is created; the existing row is updated. Applications missing the brand or product are highlighted in yellow so you can complete them before generating reports.
2. Bulk document preparation
For all applications on the list, or only those you select, report and interview-minutes Word files are prepared automatically from templates. The templates are yours: edit them to your own format and place them in the program's sablonlar folder. A CSV file that can be imported into Google Contacts is also produced.
3. Interview and signatures on the phone
The computer shows a QR code that you scan with your phone. The phone app opens in the browser and can be added to the home screen like an app. The complaint list arrives on the phone; during the interview you can:
- collect the consumer's signature and your own with your finger,
- take the necessary photos,
- save the minutes as JPG or PDF, or share them.
Once the signatures are complete, the minutes, photos and report sections you wrote on the phone reach the computer shortly after. Transfers between phone and computer are end-to-end encrypted (AES-256-GCM); the key exists only on your devices.
4. Writing the report
You write the report section by section inside the program: complainant and respondent, subject of the dispute, examination, assessment, conclusion. Saving preserves the Word format, and changes made in Word also appear in the program.
5. Formatting to the panel's required layout
In the last step, reports are converted in bulk to the two-page layout the panel requires. Photos and the signed minutes are matched by application number and placed in the document.
Where is your data kept?
The complaint list, your saved signature and your markings stay only on your own computer and phone. The license server does not receive consumer names, ID numbers, addresses, phone numbers or application numbers; only a one-way digest is sent.
Installation and license
The program is provided as a ready-made package for Windows 10/11, Ubuntu 22.04 and later, and Apple-silicon macOS; no Python installation is needed. It works with prepaid credits: one credit is deducted when each new application file is first processed, and the same application is never charged again. One credit costs 100 TRY.
